ESO edistää eurooppalaisten tutkijoiden liikkuvuutta laajalla vastaväitelleiden nuorten tähtitieteilijöiden sekä jatko- ja perustutkinto-opiskelijoiden ohjelmallaan. Satunnaisesti ESO isännöi nuoria tähtitieteilijöitä, joilla on ulkopuolinen rahoitus (esim. Marie-Curie -apuraha). Sekä nuoria että vanhempia tutkijoita niin ESO:n jäsenvaltioista kuin muistakin maista työskentelee ajoittain vierailevina tutkijoina ESO:n toimipaikoissa jokusesta päivästä useisiin kuukausiin. ESO järjestää myös aktiivisesti kansainvälisiä kokouksia tähtitieteen ja teknologian tärkeistä aiheista sekä antaa logistista tukea kansainväliselle Astronomy & Astrophysics -lehdelle.
Yhteistyö teollisuuden kanssa
Jotta tutkijayhteisöllä olisi käytössään yhä parempia teleskooppeja ja tutkimuslaitteita, ESO tekee yhteistyötä monien eurooppalaisten korkean teknologian yritysten kanssa. Eurooppalainen teollisuus on tärkeässä asemassa ESO:n projektien toteuttamisessa. Ilman jäsenvaltioiden ja Chilen teknologiateollisuuden aktiivista ja innostunutta osallistumista tällaisten projektien toteuttaminen ei olisi mahdollista. ESO ja Euroopan unioni
Vuonna 1962 perustettu ESO on Euroopan johtava Maan pinnalta havaintoja tekevän tähtitieteen organisaatio. Järjestöstä on tullut tähtitieteen suurimpien infrastruktuurihankkeiden suunnittelija ja toteuttaja. ESO:n perustamisasiakirjan mukaisesti se on myös edistänyt ja koordinoinut yhteistyötä eurooppalaisessa tähtitieteessä. ESO on siten hyvin valmistautunut edistämään Euroopan tutkimusalueen (European Reseach Area, ERA) kehittämistä. ERA on EU:n aloite, joka vahvistaa eurooppalaista tutkimus- ja kehitystoimintaa ja tukee Euroopan pyrkimyksiä niin kutsuttujen Lissabonin tavoitteiden saavuttamiseksi.

Kansainvälinen yhteistyö
ESO on toiminut tarkkailijana Yhdistyneiden kansakuntien UNCOPUOS-komiteassa (United Nations Committee for the Peaceful Uses of Outer Space) vuodesta 2008. ESO on ainoa Maan pinnalta tehtävän tähtitieteen edustaja toimintaryhmässä, joka käsittelee Maan lähellä liikkuvien kohteiden (Near-Earth Object, NEO) aiheuttamaa turvallisuusuhkaa. Siten sillä on tärkeä tehtävä helpottaa asianmukaisten havaintoaikahakemusten toimittamista mahdollisesti uhkaavien kohteiden havaitsemiseksi suurilla teleskoopeilla.
