The present version of tat save report files .out and .diff under 
<mod>/tatlogs/run<pid> directory
On the same directory is saved the whole environment in case tatCreateEnv 
fails before cleaning the one under $VLTDATA/ENVIRONMENTS


stdEnv

Added install_acc target to the Makefile
It does:
        copy of acc databse ASCII file from the module to $VLTDATA/msql
        upgrade database using accLoadData
        upgrade configuration files for the machines belonging to the pool
        using remsh and vccmake
