   Changes (with respect to MAR2002):
        - VLTSW20010761: consider lcu/ws for *LCU*, *WS* options.
        - VLTSW20010789: after scanlink creation: sleep 10 secs.
        - VLTSW20010799: -cfg file has precedence.
        - VLTSW20020099: use nslookup in Solaris, host in Linux.
        - VLTSW20020254: better /etc/services error report.
        - VLTSW20020489: support to run pkginBuild under tat.
        - VLTSW20020495: pkginEnvGet failed when pkginBuild was executed under rsh.
        - VLTSW20020699: vccEnvInit warnings caused a failure report.
        - VLTSW20020700: always create env. in local host.

   New Features (with respect to MAR2002):
        - VLTSW20010383: off-line support updated:
			 pkginBuild option -compress has been dropped,
			 if a WS environment is not local to the current
			 host, then an off-line build is made (see the
			 user manual for details).
			 Utility pkginInstall has been replaced with
			 utilities pkginPack, pkginUnpack.
        - VLTSW20010706: support to run module tests added (pkginTest).
        - VLTSW20020103: allow to build either only WS or LCU parts.
        - VLTSW20020253: boot LCUs in parallel (by default).
